Ambassador Abukar D. Osman: A Dedicated Diplomat and Civil Servant is a distinguished figure in the diplomatic and administrative realms of Somalia. As the Somali Permanent Representative to the United Nations in New York, his representation has fortified Somalia’s ties on the global stage and has elevated its presence in international forums.
Prior to his appointment to the United Nations, Ambassador Osman held various crucial roles that underscore his unwavering commitment to the Somali nation. 2017, he served as the Chief of Staff in the Office of the President of Somalia. In this capacity, he was instrumental in ensuring that the President’s directives were implemented, making key decisions on matters of national importance, and overseeing the effective functioning of the Office.
Earlier, between 2012 and 2014, Ambassador Osman took on the mantle of Permanent Secretary in the Ministry of Interior and National Security. This period was marked by his comprehensive oversight of domestic security protocols and inter-ministerial coordination, further consolidating Somalia’s internal strength and resilience.
His dedicated service in the upper echelons of the Somali government began when he was appointed as the Chief of Staff to the Prime Minister of the Transitional Federal Government from 2010 to 2011. This role, during a significant transitional phase for Somalia, demanded leadership, strategic insight, and a nuanced understanding of both the internal dynamics and broader geopolitical landscape.
Ambassador Osman’s journey is a testament to his dedication to the Somali state and its people. His career, marked by distinguished roles across different government branches, showcases his versatility, commitment, and unwavering dedication to public service. As the face of Somalia at the United Nations, he continues to champion its interests, aspirations, and vision for a prosperous and peaceful future.
Between 1996 and 1998, Mr. Osman was a documentation specialist at the United Nations Centre for Human Rights in Tirana, Albania, and from 1987 to 1988, he was the Director at the Somali National Documentation Centre in Somalia’s Ministry of National Planning. He began his civil service career as a clerk in his country’s Ministry of National Planning.
Mr. Osman graduated from Illinois State University in 1986, earning a Master of Business Administration degree from Franklin University, Columbus, Ohio, in 2009, and a Master of Library and Information Science from the University of Wisconsin in 1990.
